Garner Voter History Revealed
Participation history records an election date, the method used, the county where the vote was cast, and the primary ballot party when relevant. Methods can include Election Day in person, early voting, absentee by mail, or provisional voting. County boards may need several weeks after an election to upload and finalize this data, so an immediate absence should not be treated as a final finding.
Does voter history show a choice? No. It never identifies a candidate or issue selection. North Carolina keeps ballot content secret. A primary ballot party describes which party ballot was issued, not how any contest was marked.

N.C.G.S. §163-82.10B makes the date of birth confidential except in defined cases, although disclosing age is not the same as disclosing a birth date.
North Carolina confidentiality rule. Full birth dates, Social Security numbers, driver-license or identity numbers, and protected address information do not belong in the public Garner voter record. Address treatment for protected-program participants follows applicable confidentiality law.
These limits matter when comparing two people with the same name. Use the public birth year, county, party, districts, and registration identifiers. Do not try to obtain a concealed identifier from another source. A redacted field is a legal boundary, not a missing part of the search.

N.C.G.S. §163-82.13 separately allows each qualified political-party chair to receive a free magnetic statewide file after a written request near statewide elections. That statutory copy is not the ordinary public-download procedure.
Join Garner Voter History Data
The registration file and voter history file answer different questions. Registration data includes status and reason, party, address, county, precinct, demographic fields, and applicable legislative, judicial, commissioner, school, sanitation, and other districts. It does not directly contain voting history. The separate history file supplies identifiers, county, precinct, party, election, and voting method for each covered participation entry.
Use NCID, the statewide identifier, as the cleanest join key. County plus the voter registration number is the other documented link. When studying past turnout, NCSBE advises using statewide history filtered by voted_county_desc, because county history files track people who are currently registered in that county. That distinction prevents a current Wake registration from being mistaken for proof that every older vote occurred there.
Garner Voter Status Changes
Current registration files cover registered, formerly registered, and attempted or incomplete registrations. Removed voters are omitted once their most recent vote is more than ten years old. Death notices, felony status, duplicate registrations, confirmation mail, and address changes can prompt maintenance under N.C.G.S. §163-82.14 and federal National Voter Registration Act procedures.
Inactive does not establish a move date. Federal law prevents removal solely for failure to vote and requires notice and waiting procedures in relevant cases. Read the status-reason field with the registration date, then ask the local elections office about an apparent error. The profile is an administrative record, not a timeline of every home a person occupied.
